Scott M. Gagnon, MPP, PS-C is a nationally recognized trainer and consultant specializing in substance misuse prevention, policy, and workforce development. Scott served as SAMHSA’s Regional Director for Region 1, where he led federal efforts across New England and 10 tribal nations, advancing prevention infrastructure and collaboration.
