Scott M. Gagnon, MPP, PS-C is a nationally recognized trainer and consultant specializing in substance misuse prevention, policy, and workforce development. With over two decades of experience advancing evidence-based and culturally responsive public health strategies, he is known for designing impactful training programs that support sustainable organizational transformation in prevention and behavioral health.


Scott served as SAMHSA’s Regional Director for Region 1, where he led federal efforts across New England and 10 tribal nations, advancing prevention infrastructure and collaboration. He is a sought-after speaker and facilitator in training and development consultancy, particularly on cannabis policy, opioid prevention, and prevention science.


Scott’s contributions have been honored with multiple national and regional awards, including the 2024 IC&RC National Prevention Specialist of the Year. Whether building coalitions, strengthening systems, or training the next generation of prevention leaders, Scott brings practical insight, policy expertise, and a deep commitment to community well-being.
